Article R3126-12 of the French Public procurement code

At the request of an unsuccessful candidate or tenderer, the concession granting authority will inform the candidate or tenderer of the reasons for the rejection of the application or tender and the name(s) of the person(s) to whom the concession contract will be awarded, within fifteen days of receipt of the request.

Article R3126-12

Lorsqu’un candidat ou soumissionnaire écarté lui en fait la demande, l’autorité concédante lui communique les motifs du rejet de sa candidature ou de son offre ainsi que le nom du ou des attributaires du contrat de concession, dans un délai de quinze jours suivant la réception de cette demande.
