Article R3135-8 of the French Public procurement code

The concession contract may be amended when the amount of the amendment is less than the European threshold set out in the notice annexed to this code and less than 10% of the amount of the initial concession contract, without it being necessary to check whether the conditions set out in article R. 3135-7 have been met.
The provisions of article R. 3135-4 are applicable to the case of modification provided for in this article.

Article R3135-8

Le contrat de concession peut être modifié lorsque le montant de la modification est inférieur au seuil européen qui figure dans l’avis annexé au présent code et à 10 % du montant du contrat de concession initial, sans qu’il soit nécessaire de vérifier si les conditions énoncées à l’article R. 3135-7 sont remplies.
Les dispositions de l’article R. 3135-4 sont applicables au cas de modification prévu au présent article.
