Article R3143-1 of the French Labour Code

Failure to comply with the provisions of articles L. 3141-1 to L. 3141-33 and L. 3164-9 relating to paid leave, as well as those of the decrees issued for their application, is punishable by a fifth-class fine, imposed as many times as there are employees affected by the offence.
Repeated offences are punishable in accordance with articles 132-11 and 132-15 of the French Penal Code.

Le fait de méconnaître les dispositions des articles L. 3141-1 à L. 3141-33 et L. 3164-9, relatives aux congés payés, ainsi que celles des décrets pris pour leur application, est puni de l’amende prévue pour les contraventions de la cinquième classe, prononcée autant de fois qu’il y a de salariés concernés par l’infraction.
La récidive est réprimée conformément aux articles 132-11 et 132-15 du code pénal.
