Article R322-67 of the French Code of civil enforcement procedures

Any person pursuing the reopening of the auction shall have a certificate issued by the Registry stating that the successful bidder has not provided proof of payment of the price or its deposit or payment of the taxed costs or transfer duties.
The person seeking to reopen the auction shall serve the certificate on the distrainee, the successful bidder and, where applicable, the creditor who requested the sale.
In addition to the particulars prescribed for bailiff’s documents, service on the purchaser shall include, on pain of nullity:
1° A summons to pay the price, the taxed costs and the transfer duties within a period of eight days;
2° A reminder of the provisions of the second paragraph of Article L. 322-12 and articles R. 311-6, R. 322-56, R. 322-58, R. 322-68, R. 322-69 and R. 322-72.

Toute personne qui poursuit la réitération des enchères se fait délivrer par le greffe un certificat constatant que l’adjudicataire n’a pas justifié du versement du prix ou de sa consignation ou du paiement des frais taxés ou des droits de mutation.
La personne qui poursuit la réitération des enchères fait signifier le certificat au saisi, à l’adjudicataire et, le cas échéant, au créancier ayant sollicité la vente.
Outre les mentions prescrites pour les actes d’huissier de justice, la signification faite à l’acquéreur comporte, à peine de nullité :
1° La sommation d’avoir à payer le prix, les frais taxés et les droits de mutation dans un délai de huit jours ;
2° Le rappel des dispositions du deuxième alinéa de l’article L. 322-12 et des articles R. 311-6, R. 322-56, R. 322-58, R. 322-68, R. 322-69 et R. 322-72.
