Article R3241-2 of the French General Code of Local Authorities

The company shall provide the agents appointed by the president of the departmental council, as well as the general inspectorate of finance and the general inspectorate of administration at the Ministry of the Interior, with all books and documents required to audit its accounts.

The documents shall be made available on site at the company’s registered office, at the times and within the time limits that shall be agreed by mutual agreement. However, these deadlines may in no case be shorter than those granted by law to the statutory auditors of public limited companies.

Article R3241-2

L’entreprise communique aux agents désignés par le président du conseil départemental ainsi qu’à l’inspection générale des finances et à l’inspection générale de l’administration au ministère de l’intérieur, tous livres et documents nécessaires à la vérification de ses comptes.

La communication est faite sur place au siège de l’entreprise, aux époques et dans les délais qui sont arrêtés d’un commun accord. Toutefois, ces délais ne peuvent en aucun cas être inférieurs à ceux que la loi accorde aux commissaires aux comptes des sociétés anonymes.
