When a foreign national who presents himself at the border applies for asylum, he shall be informed without delay, in a language he understands or may reasonably be expected to understand, of the asylum application procedure and how it is conducted, of his rights and obligations during this procedure, of the possible consequences of failing to comply with his obligations or refusing to cooperate with the authorities and of the means available to help him submit his application.
Where the examination of the asylum application is likely to be the responsibility of another State, the foreign national shall be informed, in a language which he understands or may reasonably be expected to understand, of the application of Regulation (EU) No 604/2013 of the European Parliament and of the Council of 26 June 2013 establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person, under the conditions laid down in Article 4 thereof.
