Article R351-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Unless the examination of the asylum application falls within the jurisdiction of another State, the foreign national will be interviewed by the French Office for the Protection of Refugees and Stateless Persons in accordance with the procedures laid down in articles R. 531-11 to R. 531-16.
However, if necessary and by way of derogation from article R. 531-15, the personal interview may not be recorded. In this case, the transcript will be commented on. If the foreign national refuses to confirm that the content of the transcript correctly reflects the personal interview, the reasons for his refusal are recorded in the opinion issued by the Office. Such a refusal does not prevent the Office from giving its opinion on the asylum application.

Article R351-3
