When disciplinary chambers of first instance are simultaneously seised of separate but related applications, normally falling within their respective territorial jurisdiction, each of the presidents concerned shall refer the matter to the president of the national disciplinary chamber and send him the application file.
The presidents of the disciplinary chambers of first instance hearing the other applications shall be notified of the referral order and shall send the file on the application submitted to their chamber to the president of the national disciplinary chamber.
The president of the national disciplinary chamber shall rule on the existence of a related link and shall determine which disciplinary chamber of first instance has jurisdiction to hear the applications.
Orders made pursuant to the two paragraphs above shall be notified to the parties without delay. They may not be appealed and do not have the force of res judicata.
