Article R431-23 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Any foreign national residing in France and holding a residence permit for more than one year is required, when transferring the place of their actual and permanent residence, to make a declaration to this effect to the territorially competent administrative authority within three months of their arrival.

Tout étranger, séjournant en France et titulaire d’un titre de séjour d’une durée supérieure à un an, est tenu, lorsqu’il transfère le lieu de sa résidence effective et permanente, d’en faire la déclaration, dans les trois mois de son arrivée, à l’autorité administrative territorialement compétente.
