I. – The councils of the Order are elected for a six-year term by direct suffrage in a single-round majority binominal election, half of which is renewed every three years. Each pair is made up of candidates of different genders.
They are elected by the nurses on the roll under the following conditions:
1° The departmental or interdepartmental representatives are elected by the nurses registered on the roll of the Order of the department concerned by the election;
2° Regional or interregional representatives are elected by the full members of the departmental or interdepartmental councils;
3° The national representatives are elected by the full members of the regional or inter-regional councils.
After each renewal, each council elects its chairman and officers from among its members.
II. – However, the election takes place by a single-ballot majority system if the conditions set out in article L. 4312-13 are met. The number of seats allocated to members of the same gender is at least equal to the actual number of members of that gender in the territorial jurisdiction concerned, within the limit of a parity composition of the Board. To this end, two separate ballots are organised for the election of candidates of each sex.
Each elector has one vote for each of these two ballots.
