Work equipment powered by a source of energy other than human effort and comprising moving parts involved in the performance of the work and liable to cause accidents through mechanical contact must be arranged, protected, controlled or equipped in such a way that operators cannot reach the danger zone.
However, where some of these moving parts cannot be made inaccessible in whole or in part during their operation because of the operations to be carried out and require operator intervention, these moving parts shall, as far as is technically possible, be fitted with guards or protective devices. These limit accessibility and in particular prevent access to parts of the components not used for the work.
Where the state of the art does not allow the provisions of the first and second paragraphs to be complied with, the work equipment shall be arranged, protected, controlled or equipped in such a way as to reduce the risks to a minimum.
The provisions of this article also apply to work equipment used for lifting loads by hand.
