Article R4332-5 of the French General Code of Local Authorities

In 1994, the allocation mentioned in article R. 4332-3 is distributed between the regions according to the following three criteria:

a) 80%, in proportion to the expenditure incurred by the State in 1993 in each region in respect of actions falling within the competence of the regions pursuant to II a of Article 82 of Law no. 83-8 of 7 January 1983 on the division of powers between communes, départements, regions and the State;

b) For 10%, in proportion to the number of sixteen to eighteen year olds leaving the education system without a qualification in each region;

c) For 10%, as a proportion of the number of jobseekers under the age of twenty-five without a diploma or with a level V diploma, in each region.

Article R4332-5

En 1994, la dotation mentionnée à l’article R. 4332-3 est répartie entre les régions selon les trois critères suivants :

a) Pour 80 %, en proportion des dépenses exposées par l’Etat en 1993 dans chaque région au titre des actions relevant de la compétence des régions en application du II a de l’article 82 de la loi n° 83-8 du 7 janvier 1983 relative à la répartition des compétences entre les communes, les départements, les régions et l’Etat ;

b) Pour 10 %, en proportion du nombre de jeunes de seize à dix-huit ans sortant sans diplôme du système éducatif dans chaque région ;

c) Pour 10 %, en proportion du nombre de demandeurs d’emploi de moins de vingt-cinq ans sans diplôme ou titulaires d’un diplôme de niveau V, dans chaque région.
