I. – The application for authorisation of the training organisations mentioned in 1° of article R. 4461-29 must be sent by registered post with acknowledgement of receipt:
1° To the central services under the authority of the Minister of the Interior for option B “rescue and safety” ;
2° To the services placed under the authority of the director of the department of underwater and sub-aquatic archaeological research as regards option B “underwater and sub-aquatic archaeology”.
II – This file includes information relating to :
1° Identification of the organisation ;
2° The categories of work for which authorisation is requested;
3° The resources deployed;
4° How the training will be financed.
The application is deemed to be complete if the examining department has issued an acknowledgement of receipt or has not informed the applicant, within one month of receipt, by registered letter with acknowledgement of receipt, of the list of missing or incomplete documents.
III. – The competent administrative authority for granting authorisation to a training body is:
1° Where the application for authorisation is submitted by the departments mentioned in 1° of I, the Minister of the Interior;
2° When the application for authorisation is submitted by the departments mentioned in 2° of I, the Director of the Department of Underwater and Subaquatic Archaeological Research.
IV. – The competent administrative authority makes its decision within two months of submission of a complete application. Authorisation is deemed to have been granted at the end of this period. If authorisation is granted, the competent administrative authority will inform the body designated in Article R. 4461-29.
Authorisation is valid for three years. It may be renewed by the competent administrative authority, for an identical period, at the request of the holder of the authorisation sent no later than four months before its expiry date, by registered letter with acknowledgement of receipt. The provisions of II apply to these renewal applications.
