Article R4534-111 of the French Labour Code

The employer may not carry out the work until the electrical installation has been de-energised, unless the operator has made it known in writing that he is unable to de-energise the installation for a reason which he considers to be imperative.
In the latter case, the employer shall comply with the requirements of paragraph 4.

L’employeur ne peut accomplir les travaux qu’après la mise hors tension de l’installation électrique, à moins que l’exploitant ait fait connaître par écrit qu’il ne peut, pour une raison qu’il juge impérieuse, procéder à la mise hors tension.
Dans ce dernier cas, l’employeur se conforme aux prescriptions du paragraphe 4.
