Article R4534-112 of the French Labour Code

Where it has been agreed to de-energise the line, pipe or electrical installation, whether underground or not, the employer shall ask the operator to de-energise the line, pipe or electrical installation.
After obtaining the operator’s written agreement, the employer shall set the dates on which the work may be carried out and the starting and finishing times for each day. These instructions, which are useful for organising the work, do not exempt the operator from drawing up and submitting the de-energisation certificate and the notice of cessation of work.

Lorsqu’il a été convenu de mettre hors tension la ligne, la canalisation ou l’installation électrique, souterraine ou non, l’employeur demande à l’exploitant de faire procéder à cette mise hors tension.
Il fixe, après accord écrit de l’exploitant, les dates auxquelles les travaux pourront avoir lieu et, pour chaque jour, l’heure du début et de la fin des travaux. Ces indications, utiles pour l’organisation des travaux, ne dispensent pas d’établir et de remettre l’attestation de mise hors tension et l’avis de cessation de travail.
