Article R4534-118 of the French Labour Code

Where the operator has made it known in writing that he is unable, for a reason he considers to be imperative, to de-energise the electrical line, pipe or installation in the vicinity of which the work is to be carried out, the employer shall, before the work begins and in agreement with the operator, determine the safety measures to be taken.
The employer shall inform the workers of these measures by means of the instructions provided for in Article R. 4534-125.

Lorsque l’exploitant a fait connaître par écrit qu’il ne peut, pour une raison qu’il juge impérieuse, mettre hors tension la ligne, la canalisation ou l’installation électrique au voisinage de laquelle les travaux seront accomplis, l’employeur arrête, avant le début des travaux et en accord avec l’exploitant, les mesures de sécurité à prendre.
L’employeur porte, au moyen de la consigne prévue par l’article R. 4534-125, ces mesures à la connaissance des travailleurs.
