Article R4534-119 of the French Labour Code

When the work to be carried out is in the vicinity of an electrical line or installation other than an underground pipeline and the operator, for a reason which he considers imperative, considers that he cannot de-energise this line or installation, the instructions provided for in article R. 4534-125 specify the measures to be taken to keep the line or installation out of the reach of workers.
If the electrical line or installation is in the low-voltage A range (BTA), it must be taken out of reach:
1° Either by installing effective, firmly fixed obstacles;
2° Or by covering and insulating the bare live conductors or other parts, as well as the neutral conductor.

Lorsque les travaux à réaliser se situent au voisinage d’une ligne ou d’une installation électrique autre qu’une canalisation souterraine et que l’exploitant, pour une raison qu’il juge impérieuse, estime qu’il ne peut mettre hors tension cette ligne ou cette installation, la consigne prévue par l’article R. 4534-125 précise les mesures à prendre pour mettre la ligne ou l’installation hors d’atteinte des travailleurs.
Si la ligne ou l’installation électrique est du domaine basse tension A (BTA), cette mise hors d’atteinte est réalisée :
1° Soit en mettant en place des obstacles efficaces solidement fixés ;
2° Soit en isolant par recouvrement les conducteurs ou autres pièces nus sous tension, ainsi que le neutre.
