Article R4534-122 of the French Labour Code

When earthworks, excavations, drillings or recesses are to be carried out in the vicinity of underground electrical conduits of any class, the route of the conduits and the location of the installations must be marked out in a highly visible manner using signs, banners, pennants, paint or any other device or equivalent means. This marking must take account of the information gathered in application of articles R. 4534-110 to R. 4534-118. It is carried out before work begins and maintained throughout the duration of the work.
In addition, the employer must appoint a competent person to supervise the workers and alert them as soon as they approach or bring their tools within 1.50 metres of underground electrical pipes and installations.

Lorsque des travaux de terrassement, des fouilles, des forages ou des enfoncements sont à réaliser au voisinage de canalisations électriques souterraines de quelque classe que ce soit, le parcours des canalisations et l’emplacement des installations sont balisés de façon très visible à l’aide de pancartes, banderoles, fanions, peintures ou tous autres dispositifs ou moyens équivalents. Ce balisage est réalisé en tenant compte des informations recueillies par application des articles R. 4534-110 à R. 4534-118. Il est accompli avant le début des travaux et maintenu pendant toute leur durée.
En outre, l’employeur désigne une personne compétente pour surveiller les travailleurs et les alerter dès qu’ils s’approchent ou approchent leurs outils à moins de 1,50 mètre des canalisations et installations électriques souterraines.
