Where, in the course of carrying out the work, there is a risk of workers coming directly or indirectly into contact either with a live conductor or live conductive part which is bare or insufficiently insulated, or with a metal mass which may be accidentally energised, the work shall not be carried out until the line or installation has been de-energised.
With the exception of cases where the work is carried out in highly conductive premises and where workers are likely to have wet hands or feet, the provisions of the first paragraph may be waived where the operator has made it known in writing that he is unable to de-energise the line or installation for what he considers to be an overriding reason, provided however that the work is carried out under the conditions laid down in articles R. 4534-129 and R. 4534-130.
