Article R4534-128 of the French Labour Code

If the line or installation is to be de-energised, the employer must ask the operator or user of the line or installation to de-energise it or obtain permission from him to do so himself.
The employer:
1° Does not order work to begin until he has checked that de-energising has taken place;
2° Signs de-energising in a visible manner;
3° Protects himself against the unexpected re-energising of the power supply during the work, preferably by locking the corresponding switchgear or isolating devices in the open position;
4° Does not re-energise the power supply until the work has ceased and personnel are no longer in any danger.

En cas de mise hors tension de la ligne ou de l’installation, l’employeur demande à l’exploitant ou à l’usager de la ligne ou de l’installation de procéder à cette mise hors tension ou obtient de lui l’autorisation de la réaliser lui-même.
L’employeur :
1° N’ordonne le début du travail qu’après avoir vérifié que la mise hors tension est effective ;
2° Signale de façon visible la mise hors tension ;
3° Se prémunit contre le rétablissement inopiné de la tension pendant la durée des travaux, de préférence en condamnant, en position d’ouverture, les appareils de coupure ou de sectionnement correspondants ;
4° Ne rétablit la tension que lorsque les travaux ont cessé et que le personnel ne court plus aucun danger.
