Article R483-12 of the French Commercial code

A competition authority may, on its own initiative, give its written opinion on a request for disclosure or production of any document in its file which is before the court. The competition authority shall transmit this opinion to the parties.

Une autorité de concurrence peut, de sa propre initiative, donner son avis écrit sur une demande de communication ou de production de toute pièce figurant dans son dossier dont la juridiction est saisie. L’autorité de concurrence transmet cet avis aux parties.
