I.-A notice of offence and a payment card, the model for which is set by order of the Minister of Justice, shall be given to the offender when the offence is recorded. The notice mentions the time limit and procedures for the request provided for in the first paragraph of article 529-2, the amount of the fixed fine as well as the amount of the increased fixed fine that will be due in the absence of payment or presentation of a request.
When the documents mentioned in paragraph 1 cannot be given to the offender, they are sent to his home address. However, in the case of a traffic offence or an offence under Article R211-21-5 of the Insurance Code, these documents are left on the vehicle or, if this is not possible, sent to the holder of the registration certificate.
When the offence is recorded by the ticketing officer under conditions that do not allow these documents to be issued immediately, the notice of offence and the payment card may also be sent to the offender or to the holder of the registration certificate.
II.-Without prejudice to Article R. 249-9, the report may be drawn up by means of a secure device, the characteristics of which are laid down by order of the Minister of Justice, allowing the use of a handwritten signature stored in digital form.
