Article R5142-36 of the French Public Health Code

If the competent body terminates the appointment of a pharmacist or veterinary surgeon as pharmacist or veterinary surgeon in charge, or refuses to renew the appointment when it expires, the pharmacist or veterinary surgeon may refer the matter to the central council of the competent section of the national order of pharmacists or the regional council of the order of veterinary surgeons, as appropriate. After hearing the views of both parties, the council concerned will issue an opinion as to whether or not the person concerned has failed to fulfil the obligations incumbent upon him, in the interests of public health, in his capacity as responsible pharmacist or veterinary surgeon.

Dans le cas où l’organe compétent met fin aux fonctions de pharmacien ou de vétérinaire responsable d’un pharmacien ou d’un vétérinaire ou refuse de les renouveler lors de leur expiration, ce pharmacien ou ce vétérinaire a la faculté de saisir, selon le cas, le conseil central de la section compétente de l’ordre national des pharmaciens ou le conseil régional de l’ordre des vétérinaires. Après instruction contradictoire, le conseil concerné émet un avis portant sur le point de savoir si l’intéressé a manqué ou non aux obligations qui lui incombaient, dans l’intérêt de la santé publique, en sa qualité de pharmacien ou de vétérinaire responsable.
