Article R6132-14 of the French Public Health Code

The constituent agreement provides for the establishment of a territorial social dialogue conference.

The regional social dialogue conference comprises

1° The chairman of the strategic committee, chairman of the conference ;

2° A representative of each trade union organisation represented on at least one technical committee of an establishment belonging to the grouping;

3° A number of representatives, set by the founding agreement, from organisations represented on several technical committees of establishments belonging to the grouping;

4° The chairman of the grouping’s medical college or medical commission, the chairman of the grouping’s nursing, rehabilitation and medico-technical care commission and other members of the strategic committee, appointed by its chairman.

The territorial social dialogue conference is informed of the pooling projects, particularly those concerning the forward planning of jobs and skills, working conditions and training policy within the regional hospital grouping.

Article R6132-14

La convention constitutive prévoit la mise en place d’une conférence territoriale de dialogue social.

La conférence territoriale de dialogue social comprend :

1° Le président du comité stratégique, président de la conférence ;

2° Un représentant de chaque organisation syndicale représentée dans au moins un comité technique d’établissement d’un établissement partie au groupement ;

3° Des représentants, en nombre fixé par la convention constitutive, des organisations représentées dans plusieurs comités techniques d’établissement des établissements parties au groupement ;

4° Le président du collège médical ou de la commission médicale de groupement, le président de la commission des soins infirmiers, de rééducation et médico-techniques du groupement et d’autres membres du comité stratégique, désignés par son président.

La conférence territoriale de dialogue social est informée des projets de mutualisation, concernant notamment la gestion prévisionnelle des emplois et des compétences, les conditions de travail et la politique de formation au sein du groupement hospitalier de territoire.
