Article R6145-5 of the French Public Health Code

The Director is the authorising officer for the public health institution’s budget. His transactions are subject to administrative accounting.

During the financial year, the authorising officer may transfer appropriations between all titles or chapters, without these transfers having the effect of increasing the amount of the chapters containing restrictive appropriations. These transfers are notified without delay to the institution’s accounting officer.

Le directeur est l’ordonnateur du budget de l’établissement public de santé. Ses opérations font l’objet d’une comptabilité administrative.

L’ordonnateur peut procéder en cours d’exercice à des virements de crédits entre tous les titres ou chapitres, sans que ces virements puissent avoir pour conséquence d’accroître le montant des chapitres comportant des crédits à caractère limitatif. Ces virements sont portés, sans délai, à la connaissance du comptable public de l’établissement.
