Before 31 October of the year preceding the financial year to which it relates, the director of the managing public health establishment sends the president of the regional council a request for a subsidy to cover the capital and operating costs of the training schools and institutes referred to in articles L. 4151-9, L. 4244-1 and L. 4383-5 that it manages, accompanied by activity forecasts, proposals for tariffs serving as a basis for invoicing the products mentioned in c and d of 2° of article R. 6145-56 for the coming financial year and proposals for the operating expenditure and revenue of these schools or institutes, as well as the summary statement of investments mentioned in article R. 6145-58.
The public health establishment must make available to the President of the Regional Council the documents and information on the basis of which the request for a subsidy was drawn up.
At the end of an adversarial procedure with the public health institution, the chair of the Regional Council notifies the director of the institution of the amount of the operating and equipment subsidy decided by the Regional Council and forwards it to the Director General of the Regional Health Agency, who is responsible for approving the institution’s budget, within a timeframe compatible with the public health institution’s budget approval schedule set by article R. 6145-29.
The President of the Regional Council is informed of the decision taken by the Director General of the Regional Health Agency to approve the budget of the public health institution as part of the budgetary procedure provided for in Article R. 6145-29.
