Article R621-7 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When the administrative authority designated in article R. 621-1 finds that a foreign national holding long-term resident – EU status granted by another State is the subject of an enforceable removal decision issued on the grounds of the existence of a serious threat to public order, it shall consult that State for the purposes of examining the right to reside on its territory.
Without waiting for this consultation to be completed, the administrative authority may order house arrest on the basis of 4° of article L. 731-1 or administrative detention on the basis of article L. 741-1.

Article R621-7

Lorsque l’autorité administrative désignée à l’article R. 621-1 constate qu’un étranger titulaire du statut de résident longue durée – UE accordé par un autre Etat fait l’objet d’une décision d’éloignement exécutoire édictée en raison de l’existence d’une menace grave pour l’ordre public, elle consulte cet Etat aux fins de l’examen du droit au séjour sur son territoire.
Sans attendre le terme de cette consultation, l’autorité administrative peut ordonner l’assignation à résidence sur le fondement du 4° de l’article L. 731-1 ou le placement en rétention administrative sur le fondement de l’article L. 741-1.
