Article R623-48 of the French Intellectual Property Code

The notifications provided for by this section and by Article L. 623-18 shall be made by registered letter with acknowledgement of receipt.

Sending by registered letter with acknowledgement of receipt may be replaced by delivering the letter to the addressee against a receipt, at the headquarters of the national plant variety authority, or by a message in electronic form in accordance with the procedures laid down by the head of the national authority to guarantee in particular the security of the dispatch.

If the address of the addressee is unknown, notification shall be made by publication of a notice in the Official Bulletin of the national plant variety authority.

Les notifications prévues par la présente section ainsi que par l’article L. 623-18 sont faites par lettre recommandée avec demande d’avis de réception.

L’envoi de la lettre recommandée avec demande d’avis de réception peut être remplacé par la remise de la lettre au destinataire contre récépissé, au siège de l’instance nationale des obtentions végétales, ou par un message sous forme électronique selon les modalités fixées par le responsable de l’instance nationale pour garantir notamment la sécurité de l’envoi.

Si l’adresse du destinataire est inconnue, la notification est faite par publication d’un avis au Bulletin officiel de l’instance nationale des obtentions végétales.
