Article R6451-1 of the French General Code of Local Authorities

The Territorial Council, the Executive Council and the President of the Territorial Council of Saint-Pierre-et-Miquelon, when they choose to transmit by electronic means the acts mentioned in Article LO 6451-2 or some of these acts, use a teletransmission system that has been approved under conditions laid down by an order of the Minister for Overseas France.

Approval is subject to compliance with the requirements set out in the specifications appended to this order.

No system may be approved unless it ensures the identification and authentication of the sender, the integrity of the data flows relating to the documents mentioned in the first paragraph, and the security and confidentiality of these data.

Le conseil territorial, le conseil exécutif et le président du conseil territorial de Saint-Pierre-et-Miquelon, lorsqu’ils choisissent de transmettre par voie électronique les actes mentionnés à l’article LO 6451-2 ou certains de ces actes, recourent à un dispositif de télétransmission ayant fait l’objet d’une homologation dans des conditions fixées par un arrêté du ministre chargé de l’outre-mer.

L’homologation est subordonnée au respect des prescriptions contenues dans un cahier des charges annexé à cet arrêté.

Aucun dispositif ne peut être homologué s’il n’assure l’identification et l’authentification de l’émetteur, l’intégrité des flux de données relatives aux actes mentionnés au premier alinéa ainsi que la sécurité et la confidentialité de ces données.
