I.-The national strategy adopted by the General Meeting of CCI France pursuant to 1° of Article L. 711-16 is the reference framework for the strategy of regional chambers of commerce and industry provided for in 1° of Article L. 711-8.
CCI France coordinates the action of the network’s establishments as competent authorities in the context of the administrative cooperation procedures mentioned in Article D. 711-10-1. The ministries concerned are, where appropriate, involved in this coordination.
CCI France summarises the positions adopted by the institutions in the network at national level. It consolidates the information and data required to carry out its missions defined in Article L. 711-16 and which are transmitted, at its request, by the network’s establishments.
The network’s property strategy is defined at least once during each term of office by the CCI France General Meeting. This strategy is based on a detailed inventory of the assets of all the network’s public establishments.
II.-The national range of services adopted by its General Meeting is made up of a common base of services offered by all the network’s establishments, such as to guarantee the homogeneity of services throughout the national territory.
Local adaptations, as provided for in 3° of article L. 711-16, may take the form of supplements or variants, without substantially reducing or modifying the content of the national range of services. Adaptations are submitted to CCI France for its opinion prior to being voted on by the general assembly of the regional chamber of commerce and industry.
CCI France constitutes a central purchasing body within the meaning of the Public Procurement Code.
III.-According to the decision of its General Meeting, CCI France may manage services offered to industrial, commercial or service companies, or services benefiting all or some of the network’s establishments, when such management cannot be adequately assumed at regional or local level.
IV.-The projects of national scope mentioned in 3° of Article L. 711-16, decided by the General Meeting of CCI France, are binding on all the establishments in the network.
By decision of its President, CCI France may entrust the project management of a project of national scope to another establishment in the network, without deliberation by its General Meeting, after receiving the assent of its Steering Committee. This transfer gives rise to the drawing up of an agreement with this establishment.
V.-The internal regulations of CCI France set out the procedures for the creation, composition and operation of the conciliation body provided for in 9° of Article L. 711-16.
