Article R7111-30 of the French Labour Code

The time limit for lodging a complaint with the Higher Commission is one full month from notification of the decision to cancel, refuse to issue or renew the card.
For persons domiciled in France who have been temporarily expelled for a recognised legitimate reason, the time limit for lodging a complaint with the High Commission is extended to six months.

Le délai pour formuler une réclamation devant la commission supérieure est d’un mois franc à compter de la notification de la décision comportant annulation, refus de délivrance ou de renouvellement de la carte.
Pour les personnes qui, domiciliées en France, en sont temporairement éloignées pour une cause reconnue légitime, le délai pour formuler la réclamation devant la commission supérieure est porté à six mois.
