Article R7153-4 of the French General Code of Local Authorities

The list of operations financed by the regional cooperation fund and the rate of subsidy applicable to each shall be determined after consultation with the heads of diplomatic posts in the States concerned.

The decisions of the committee shall be adopted by majority vote. In the event of a tied vote, the Chairman shall have the casting vote.
