Article R722-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

In the cases provided for in articles R. 615-4 and R. 615-5, the administrative authority may not automatically enforce the decision to implement the removal decision taken by another Member State of the European Union, the Republic of Iceland, the Principality of Liechtenstein, the Kingdom of Norway or the Swiss Confederation until the foreign national concerned has been notified of the withdrawal of the residence permit issued to him or her, as the case may be, by the French authorities or those of one of the aforementioned States.
However, the administrative authority may, without waiting for the residence permit to be withdrawn, order the foreign national to be placed under house arrest pursuant to 3° of article L. 731-1 or detained pursuant to article L. 741-1.

Dans les cas prévus aux articles R. 615-4 et R. 615-5, l’autorité administrative ne peut exécuter d’office la décision de mettre en œuvre la décision d’éloignement prise par un autre Etat membre de l’Union européenne, la République d’Islande, la Principauté du Liechtenstein, le Royaume de Norvège ou la Confédération suisse qu’après notification, à l’étranger qui en fait l’objet, du retrait du titre de séjour qui lui avait été délivré, selon le cas, par les autorités françaises ou celles d’un des Etats précités.
Toutefois, l’autorité administrative peut, sans attendre le retrait du titre de séjour, ordonner l’assignation à résidence en application du 3° de l’article L. 731-1 ou le placer en rétention en application de l’article L. 741-1.
