On the day of the vote count, the chairman of the committee provided for in article L. 723-13 prints the list of voters from the “voter file” processing.
The chairman and one of the members of the committee each receive a separate counting key from the prefect, in a manner that guarantees confidentiality, enabling them to access the data in the file known as the “contents of the electronic ballot box”. The chairman also receives the information needed to verify the integrity of the electronic voting system.
After the voting operations have been closed and the integrity of the file referred to as the “contents of the electronic ballot box” has been verified, the chairman of the committee provided for in article L. 723-13 and the member of the committee referred to in the previous paragraph proceed publicly to the count.
The vote counts per candidate must appear legibly on the screen and be the subject of a secure printout that is entered in the election minutes.
The electronic voting system is locked after the count so that it is impossible to resume or modify the result after the decision to close the count has been taken by the committee.
The committee provided for in article L. 723-13 checks that the total number of votes cast electronically corresponds to the number of voters shown on the list of voters. Any difficulties are noted in the minutes.
The total number of votes cast electronically and the number of votes obtained by each candidate are recorded in the minutes.
