If the file is complete, the commission secretariat informs the applicant of the date and registration number of the application and the date by which the decision must be notified to the applicant. The applicant is also informed that, if no decision has been notified before this date, the authorisation will be deemed to have been granted.
If the file is incomplete, the commission secretariat invites the applicant, by registered letter with acknowledgement of receipt or, in the case provided for in article R. 752-8, by electronic mail, to provide the missing documents.
Failing receipt by the applicant, within fifteen clear days of receipt of the application, of a request to produce a missing document, the application is deemed to be complete.
The time limit for examining the application runs from receipt by the commission secretariat of a complete application. As soon as the application is received, the prefect, in application of I of article L. 751-2, informs, by any means, the mayors of the municipalities bordering the municipality of establishment and included in the catchment area as referred to and defined in articles L. 751-2 and R. 752-3.
