Article 133-9 of the French Cinema and Moving Image Code

In the absence of the Chairman and where there is a Vice-Chairman, the latter shall chair the meeting and shall have a casting vote in the event of a tie.
In the same case and where there is no Vice-Chairman, the members of the committee shall appoint a Chairman. In the event of a tie, the chairman does not have a casting vote.

En cas d’absence du président et lorsqu’il existe un vice-président, celui-ci préside la séance et a voix prépondérante en cas de partage égal des voix.
Dans le même cas et lorsqu’il n’existe pas de vice-président, les membres de la commission désignent un président de séance. Celui-ci n’a pas voix prépondérante en cas de partage égal des voix.
