Long-length cinematographic works are made:
1° With the assistance of film studios and laboratories established in France, on the territory of another Member State of the European Union or, when they are made as part of an international co-production eligible under an intergovernmental co-production agreement, on the territory of the State or States of the co-producers. This condition may be waived subject to compliance with the provisions of b of 2°;
2° In a minimum proportion set by the decree of 21 May 1992 for the application ofarticle 6 of decree no. 90-66 of 17 January 1990 laying down the general principles concerning the distribution of cinematographic and audiovisual works, with the assistance of :
a) Authors, principal actors, technicians and creative collaborators who are French nationals or assimilated or nationals of a State party to an intergovernmental co-production agreement when the work is produced within the framework of such an agreement.
For French-initiated cinematographic works, non-professional foreign actors who do not hold a residence permit valid for at least ten years or an equivalent document issued by another Member State of the European Union or another State party to the Agreement on the European Economic Area, but whose participation is justified by the story and who speak their mother tongue may, by way of derogation, be taken into account;
b) Technical industries established in France or on the territory of European States or a State party to an intergovernmental co-production agreement when the work is produced within the framework of such an agreement.
