1. Subject to the provisions of 2, 3 and 4 below, goods of any kind, irrespective of their quantity and irrespective of their country of origin, provenance or destination, are admitted to free zones.
2. The above provisions shall not preclude the application of prohibitions or restrictions justified on grounds of public morality, public policy, public security, the protection of health and life of humans and animals or the preservation of plants, the protection of national treasures of artistic, historical or archaeological value, or the protection of industrial and commercial property.
3. Access to free zones may be restricted by decree to certain goods for technical or administrative reasons.
4. Goods placed on the customs territory of the European Community under inward processing arrangements (industrial warehousing or temporary admission), as well as products obtained under these arrangements, may only be introduced into or remain in free zones if they are taken into the care of the customs administration in order to ensure compliance with the commitments entered into in application of these arrangements.
