Article 458 of the French Customs Code

Infringements of the laws and regulations governing financial relations with foreign countries may only be prosecuted on the basis of a complaint by the Minister for the Economy and Finance or one of his authorised representatives.

La poursuite des infractions à la législation et à la réglementation des relations financières avec l’étranger ne peut être exercée que sur la plainte du ministre de l’économie et des finances ou de l’un de ses représentants habilités à cet effet.
