1. Gates, offices, posts or fences intended for the guarding and surveillance of the frontiers may be established on the land that is necessary on condition that the State pays the value of this land by mutual agreement.
2. The customs offices may be located in the houses that are most suitable for the public service and for the administration, with the exception, however, of those occupied by the owners. The rent of the said houses is fixed by the lease or, if there is none, according to the appraisal of experts. Customary compensation is payable to tenants who are displaced before the expiry of their leases.
3. Houses and sites leased by the customs administration shall, when circumstances and the interests of the service require the offices or posts to be moved, be returned to the owners; the latter shall be paid compensation which shall be fixed in accordance with the use of the premises.
