Any person may apply to the civil registrar to change their forename. The application is submitted to the civil registrar of the place of residence or the place where the birth certificate was drawn up. In the case of a minor, the application is submitted by the minor’s legal representative. The addition, deletion or change in the order of forenames may also be requested.
If the child is over the age of thirteen, his or her personal consent is required.
The decision to change the forename is entered in the civil status register.
If the civil registrar considers that the request is not in a legitimate interest, in particular where it is contrary to the interests of the child or the rights of third parties to have their surname protected, the civil registrar shall immediately refer the matter to the public prosecutor. He will inform the applicant. If the public prosecutor opposes the change, the applicant, or his/her legal representative, may then refer the matter to the family court.
