The First President shall rule within one month of the lodging of the application at the registry, after obtaining the opinion of the Public Prosecutor.
He shall issue an order rejecting the application or an order granting permission to register the application as false.
In the event of rejection and unless expressly exempted, the applicant shall be ordered to pay a fine, the rate of which shall be set by decree.
