Article 696-104 of the French Code of Criminal Procedure

The liberty and custody judge shall inform the competent authority of the issuing State, by any means that leaves a written record, as well as the victim, of any refusal decision and specify the reasons for it within ten days of his decision.

On this occasion, it shall inform the victim that he or she has a period of five days in which to refer the matter to the Investigating Chamber for the purpose of contesting the refusal.

Le juge des libertés et de la détention informe l’autorité compétente de l’Etat d’émission, par tout moyen laissant une trace écrite, ainsi que la victime, de toute décision de refus et en précise les motifs dans les dix jours à compter de sa décision.

A cette occasion, il informe la victime qu’elle dispose d’un délai de cinq jours pour saisir la chambre de l’instruction aux fins de contester ce refus.
