In order to facilitate the social integration or reintegration of a sentenced person, to improve the protection of victims and society and to facilitate the application of alternative sanctions to custodial sentences and of probation measures when the offender does not live in the sentencing State, this Title determines the rules applicable to the recognition and enforcement, in a Member State of the European Union, of final criminal convictions or decisions adopted on the basis of such convictions, handed down by the French courts and ordering alternative sanctions or probation measures, as well as to the recognition and enforcement in France of such convictions and decisions handed down by the competent authorities of another Member State of the European Union.
The State in whose territory the conviction or probation decision was handed down is called the sentencing State. The State which is requested to recognise and supervise the sentence or probation decision in its territory is called the executing State.
