In the case of permanent or temporary sports arenas to be built, the application for approval is submitted as follows:
a) When the application for planning permission for the structure which is the subject of the application for approval is submitted, the latter is filed or sent, accompanied by the following documents:
1° A general information file ;
2° The conclusions of the technical inspector’s initial report on solidity, after examination of the design documents, under the conditions set out in articles R. 125-18 and R. 125-19 of the French Construction and Housing Code;
3° An enlarged site plan;
4° A plan of the site and its surroundings;
5° Plan(s) of the stands;
6° A plan of the play areas;
7° A plan of the premises and areas reserved for :
a) the national police and/or gendarmerie ;
b) the fire and rescue services; c) the medical aid service;
c) the emergency medical service ;
d) the provisional emergency services, including medical resources where appropriate;
8° A description of the design and inspection resources that the project owner will use to ensure that the installations are carried out correctly;
9° The initial report from the technical inspector relating to safety against the risks of fire and panic, issued under the conditions set out in articles R. 125-18 and R. 125-19 of the French Construction and Housing Code, after examination of the design documents;
Where applicable :
10° The file relating to demountable assemblies and in particular temporary stands where the number of spectators determines the additional capacity;
11° The file relating to the layout of the surveillance post;
12° Indication, reference and content of the administrative authorisations obtained or applied for;
b) On completion of the work, the application for homologation is supplemented by the following documents :
13° The compulsory works insurance certificates referred to in Title I of Book I of the Construction and Housing Code;
14° Certificates relating to solidity checks in accordance with Article L. 131-1 of the French Construction and Housing Code;
For fixed installations: the certificate from the inspection office stating that the solidity mission has been carried out is supplemented by the statements of conclusions from the final inspection reports attesting to the solidity and stability of the fixed installations of the structure.
For temporary installations: the certificate is supplemented by the statements of conclusions from the post-erection inspection reports attesting to the favourable opinion on the operation of the demountable assemblies.
15° The certificate by which the client certifies that he has had all the technical checks and inspections relating to solidity carried out in accordance with the texts in force.
