Article A331-20 of the French Sports Code

All applications for authorisation of an event submitted by the organiser must include:

1° The name, postal and electronic addresses and contact details of the organiser and of the person appointed as technical organiser;

2° The title of the event, the date, venue and times when it will take place, accompanied by a specific document specifying the discipline concerned and the nature of the event and its characteristics;

3° The arrangements for organising the event, in particular its specific regulations complying with the technical and safety rules mentioned in article R. 331-19 ;

4° A list of the measures taken to ensure the safety and protection of participants and third parties, as well as the measures taken by the organiser to guarantee public peace and quiet throughout the event;

5° Detailed plans of the areas reserved for spectators for events taking place on a non-permanent circuit, terrain or course;

6° The maximum number of spectators expected at the event;

7° The maximum number of vehicles taking part in the event and the number of accompanying vehicles;

8° An insurance policy certificate in accordance with the provisions of articles L. 331-10 and R. 331-30, taken out by the event organiser or, failing this, a declaration on their honour that the organiser will provide this certificate to the administrative authorities no later than six clear days before the start of the event;

9° Depending on the nature of the event, the following item(s):

a) A ground plan of the site or of the non-permanent circuit used, including in the case of an event taking place, in whole or in part, on a permanent circuit whose homologation does not provide for such use;

b) A detailed plan including the tracks used and a list of these tracks for each course or liaison course making up the event.

The technical organiser is responsible for ensuring that the technical and safety rules laid down by the competent administrative authority after consultation with the departmental road safety commission are complied with.

Tout dossier de demande d’autorisation d’une manifestation présenté par l’organisateur comprend :

1° Les nom, adresse postale et électronique et coordonnées de l’organisateur et de la personne désignée comme organisateur technique ;

2° L’intitulé de la manifestation, la date, le lieu et les horaires auxquels elle se déroule accompagnés d’un document spécifique précisant la discipline concernée et la nature de la manifestation et ses caractéristiques ;

3° Les modalités d’organisation de la manifestation, notamment son règlement particulier conforme aux règles techniques et de sécurité mentionnées à l’article R. 331-19 ;

4° Le recensement des dispositions assurant la sécurité et la protection des participants et des tiers ainsi que les mesures prises par l’organisateur pour garantir la tranquillité publique pendant toute la durée de la manifestation ;

5° Les plans détaillés des zones réservées aux spectateurs pour les manifestations se déroulant sur un circuit non permanent, terrain ou parcours ;

6° Le nombre maximal de spectateurs attendus lors de cette manifestation ;

7° Le nombre maximal de véhicules qui participent à cette manifestation ainsi que le nombre de véhicules d’accompagnement ;

8° Une attestation de police d’assurance, conforme aux dispositions des articles L. 331-10 et R. 331-30, souscrite par l’organisateur de la manifestation ou à défaut une déclaration sur l’honneur engageant l’organisateur à fournir cette attestation à l’autorité administrative au plus tard six jours francs avant le début de la manifestation ;

9° En fonction de la nature de la manifestation le ou les éléments suivants :

a) Un plan masse du terrain ou du circuit non permanent utilisé y compris s’il s’agit d’une manifestation se déroulant, en tout ou partie, sur un circuit permanent dont l’homologation ne prévoit pas cette utilisation ;

b) Un plan détaillé incluant les voies empruntées ainsi que la liste de ces voies pour chaque parcours ou parcours de liaison composant la manifestation.

L’organisateur technique est chargé de s’assurer que les règles techniques et de sécurité prescrites par l’autorité administrative compétente après avis de la commission départementale de la sécurité routière sont respectées.
