Title, position and contact details of declarant :
Part 1: GENERAL CLAUSES
1-1. – Identification of the training organisation :
– company name: name, address, telephone number, e-mail address;
– legal status;
– insurance certificate concerning the training activity;
– Director of the training organisation (identity, address, telephone number, e-mail address).
The information provided by the training organisation in the form of fact sheets should make it possible to assess :
1-2. – The training organisation’s ability to comply with the general framework for vocational training:
– be registered with the DIRECCTE and comply with the formalities inherent in this registration:
– provide the activity number issued and the most recent educational and financial report submitted to the DIRECCTE (articles L. 6352-11 and R. 6352-23 of the French Labour Code);
– provide a copy of the standard training agreement used between the training organisation, the host company and the trainee.
– comply with the provisions of the French Labour Code referred to in Articles L. 6352-3 to L. 6352-5, L. 6353-1, L. 6353-8 and L. 6353-9;
– provide the internal regulations applicable to trainees;
– specify how trainees are represented.
1-3. – The training organisation’s ability to provide administrative and financial follow-up for trainees, and to respond to their questions and requests before enrolment, during the training course and afterwards:
– have dedicated information tools and procedures for trainees:
– describe the methods used to inform trainees (standard forms, website, open days, information sessions, personal meetings, etc.);
– have a dedicated secretariat, on-call staff, referees, etc.
– provide the training organisation’s general organisation chart;
– provide a detailed organisation chart of the training sector by name;
– supporting trainees in their search for funding or work placements:
– specify the surname(s), first name(s) and position(s) of the person(s) responsible for supporting trainees in their search for funding or work placements;
– present the tools used to monitor the integration of trainees.
1-4. – The training organisation’s ability to train trainees and to have the technical, teaching and supervisory resources dedicated to the training activities:
– describe the general tools available for training: documentation centre, publications, website, ODL, etc.
– describe the procedures for selecting companies and working with tutors;
– describe the internal assessment system for training sessions.
1-5. – The ability to respect and clearly show in the training programme that trainees are learning the educational and civic dimension of the profession:
– present how trainees are trained:
– in knowledge of the principles of secularism;
– in taking account of diversity;
– in taking account of sustainable development and the ecological transition;
– provide the pedagogical project, if one exists, or explain the educational and pedagogical orientations of the organisation.
Public training establishments under the responsibility of the Ministry of Sport and apprentice training centres applying for accreditation are deemed to fulfil clauses 1-2, 1-3, 1-4 and 1-5.
For training organisations in the process of obtaining five-year accreditation, the general clauses will be deemed to have been met if a new accreditation is applied for. If the application is submitted in a region other than that which granted the first authorisation, the information contained in the application will nevertheless be forwarded for information purposes.
Part 2: Specific clauses
Diploma, speciality, additional qualification or certificate for which authorisation is being sought:
The information provided by the training organisation in the form of forms must make it possible to assess :
2-1. – The suitability of the training premises :
– details of the training venue (address, telephone number, e-mail address);
– details of the training coordinator (surname, first name, position, telephone number and e-mail address);
– list of equipment used (rooms and room capacity, documentation centre, computer room, practice areas, etc.);
– details of the teaching resources allocated to a session (mobile and permanent equipment, space, computer equipment, etc.);
– the opinion of the departmental safety and accessibility committee.
2-2. – The ability of the training organisation to identify the relevant teaching objectives with regard to the qualifications concerned, to implement a complete training course presenting all the units that make up the diploma, and to adapt its offer to the audience being trained and the job targeted, as well as to be consistent in its teaching, technical and supervisory resources dedicated to the training:
– present the target group, the procedures for organising the additional selection tests referred to in article R. 212-10-18, their content and the selection criteria used to decide between the candidates referred to in article R. 212-10-18, the positioning procedures and the integration of trainees on partial courses;
– describe any ancillary services (catering, accommodation, rest and social rooms, accessibility, etc.) to provide an environment conducive to learning;
– if the training organisation organises the prerequisite tests (TEP), describe the procedures and timetable adopted for the first session;
– attach the teaching schedule, adapted to the diploma expectations, planned for the first session, describing the teaching progression and showing the alternating periods, the increasing responsibility of the trainee, the content covered;
– describe how the qualifications will be organised and present the timetable for the first session;
– specify the number of sessions starting in a single calendar year, how they will be scheduled over the year, the minimum and maximum number of people expected to attend each session (in full-time equivalent terms), and the precise timetable for the first session (with the dates of the placement tests);
– where applicable, provide a list of the bodies subcontracting the training content (name, company name, address, planned training content, training venues with reference to point 2-1);
– present a provisional budget for the first training session, in line with the target audience and educational objectives.
2-3. – The training organisation’s ability to set up an appropriate educational monitoring and assessment system from the start of the training, and a description of the educational and technical resources:
– provide a presentation sheet for the educational coordinator, specifying the last name, first name, qualifications, experience, amount of time devoted to coordination (approximately 0.5 FTE for the duration of the session) and a description of how this coordination will be implemented;
– the educational coordinator will have :
– the qualifications required by the order for the diploma for which accreditation is sought;
– or, where the order does not specify this,
– a diploma at least at the level of the diploma for which accreditation is sought and experience as a trainer or coordinator (provide CV and proof of diploma);
– or three years’ experience as a trainer or coordinator and mastery of the activity covered by the diploma (provide CV and supporting documents),
– a teaching team that he/she leads and coordinates: describe the composition of the team and how it operates:
– describe how the alternating periods of theoretical training at the training centre and practical training at the company are organised and monitored;
– present the methods used to position and individualise training courses and the dates chosen for the first session.
2-4. – The quality of the titles, diplomas and certificates of professional qualifications of the staff responsible for carrying out the actions and their consistency with the proposed training courses:
– provide a list of trainers including surname, first name, qualifications, content taught, status (permanent employee, temporary employee, service provider, etc.), and present the roles of each in the training in question as well as the arrangements for supervising occasional contributors;
– the team of trainers will have permanent staff holding:
– the qualifications required by the decree for the diploma for which accreditation is being sought ;
– or, where this is not specified in the order, at least the level of the diploma in question and/or expertise in the profession in question.
2-5. – The ability to mobilise structures to take on trainees during their work-study period in a company, and therefore :
– to have access to a network (specify how it can be mobilised) and resources related to the diploma in question: provide a list of professionals, employers, experts related to the diploma and the specialisation who can be called upon as tutors, experts or assessors…
– to ensure that the work-study period is monitored by a tutoring system: present the tutoring system, showing:
– the relevant links between the training sequences in the centre and the training in the company (training objectives and content entrusted to the companies);
– the working methods and tools used with the tutors, organisation of the gradual increase in responsibility, support, remediation, etc.
– the criteria used to select the tutors, the requirements imposed on them;
– the procedures for training and monitoring tutors.
2-6. – The ability to organise certification in accordance with the regulations and to ensure that trainees are treated fairly:
– describe the certification procedures (groupings, context, duration, materials, assessors, dates planned for the first session, locations, etc.);
– provide a list of the assessors selected for the first session for the delegated certification tests and specify the criteria for selecting the assessors;
– provide the certification grids used when these are not supplied or harmonised by the DRJSCS, and the documents supplied to the assessors when the certification tests are delegated;
– specify the arrangements for the make-up tests (dates planned for the first session, locations, assessors, etc.);
– specify the conditions for the presentation of candidates at certification tests (management of absences, identity, invitations, etc.).
2-7 – The ability to take into account feedback from trainees:
– Produce procedures for evaluating training courses with trainees in order to measure their satisfaction, specifying the processes for using what they have learned (improving services, sharing with trainers, etc.);
– describe how the results of evaluations are shared with stakeholders (trainers, trainees, funders, prescribers) as part of a process of continuous improvement in the quality of the training provided.
National delegated federations and their decentralised bodies applying for accreditation in a diploma relating to their discipline are deemed to have fulfilled clauses 2-4 and 2-5 for the federation’s trainers and instructors who are sports technical advisors (CTS), national technical advisors (CTN), etc. However, the elements of the application will be sent for information.
Public training establishments under the responsibility of the Ministry of Sport applying for accreditation are deemed to have fulfilled clause 2-1.
Public training establishments under the authority of the Ministry of Sport, when they are registered on the list mentioned in article A. 212-175-11 of the French Sports Code, are deemed to fulfil clauses 2-3, 2-4, 2-5 for training courses relating to the specific environment.
