Each year, the specialised commission on the rights of users of the healthcare system is responsible, in collaboration with the other specialised commissions and under the conditions set out in article L. 1432-4, for drawing up a specific report on the assessment of the conditions in which the rights of patients and users of the healthcare system are applied and respected, equality of access to healthcare services and the quality of care and support.
This report is drawn up in accordance with specifications laid down by the ministers responsible for health, the elderly, the disabled and health insurance.
It is forwarded, along with its recommendations, to the director general of the regional health agency and to the national health conference referred to in article L. 1411-3.
This commission is made up of a maximum of fourteen members, five of whom come from each of the colleges mentioned in 1°, 4°, 5°, 6° and 7° of article D. 1432-28, two from the college mentioned in 3° of the same article, and seven from the college mentioned in 2° of the same article. The latter are distributed as follows: three members from the representatives mentioned in a, two members from the representatives mentioned in b and two members from the representatives mentioned in c.
Its members are elected by each of the above-mentioned colleges, in accordance with the procedures defined by the internal regulations.
