The local committee may only validly deliberate on the twofold condition that the number of members present is at least equal to half that of the members in office and that at least three members having been designated under 1° and 2° of article D. 1711-2.
If this quorum is not reached, a new notice is sent to the members of the local committee under the conditions provided for in l’article D. 1711-3. The local committee may then deliberate regardless of the number of members present.
In the event of a tied vote, the chairman has the casting vote.
The deliberations of the local committee are recorded in minutes signed by the chairman. A copy is sent to each of the members and to the Prefect of the Department of Mayotte.
