Article D1711-6 of the French General Code of Local Authorities

The local committee is responsible for issuing an opinion on the methods used to evaluate the increases and decreases in costs resulting from transfers of responsibilities between the State and local authorities, as well as the costs resulting from the creation or extension of responsibilities. Its examination covers the amounts of resources devoted by the State or the competent local authorities to the exercise of the transferred competence, as well as the list and amounts of the corresponding expenses.

The local committee may be consulted by the chairman of the consultative commission on the evaluation of the burdens mentioned in article L. 1211-4-1, as necessary, on any question relating to the implementation of transfers of jurisdiction to the Department of Mayotte.

Le comité local est chargé d’émettre un avis sur les modalités d’évaluation des accroissements et diminutions de charges résultant des transferts de compétences entre l’Etat et les collectivités territoriales, ainsi que sur les charges résultant des créations ou extensions de compétences. Son examen porte sur les montants des ressources consacrées par l’Etat ou les collectivités compétentes à l’exercice de la compétence transférée, ainsi que sur la liste et les montants des dépenses correspondantes.

Le comité local peut être consulté par le président de la commission consultative sur l’évaluation des charges mentionnée à l’article L. 1211-4-1, en tant que de besoin, sur toute question relative à la mise en œuvre des transferts de compétence au Département de Mayotte.
